Parging adhesion is mostly a substrate problem. Cement coat applied to a dusty, dry or contaminated foundation doesn't bond — it keys in superficially and starts to delaminate within a few years, especially when freeze-thaw gets behind it. The repair process has to start by removing everything that has already let go, cleaning the concrete back to a sound surface, dampening the substrate so the mix doesn't lose water too fast, and then applying in coats thin enough to cure without shrinkage cracking. Skipping any of those steps is why parging jobs fail twice.
